The Impact on YOU

  • Fair and Equal Tax – One Levy for the Entire District
    • Currently each township (Cass, Jefferson, and Wshington) and the Village (Dresden) maintain their own levies
    • Each township has different contracted prices for the SAME service based on those levies
    • The Village of Dresden currently has the largest levy in the district for the SAME service


  • ALL current Fire Levies WILL be “rolled back” WHEN this levy passes
    • What does rolled back mean?
      • The current fire levies in Cass, Jefferson, and Washington Townships, and the Village of Dresden will be rolled back to an effective rate of 0%, until they expire-YOU WILL NOT PAY THESE LEVIES DURING THIS TIME


  • Projected Annual Cost for Your Household is $105 annually based on each $100,000 of evaluation
    • less than 29 cents per day 

WHY this Levy Matters

  • Maintain Current Services– Continue providing essential fire suppression, emergency medical services, and rescue operations without reduction in staff or equipment.


  • Stabilize Funding – Create a predictable and sustainable funding source to replace expiring levies and combat rising operating cost.


  • Improve Response Time by Increased Staffing – ensure quicker emergency response across the district


  • Replace Aging Equipment – including fire trucks, ambulances, protective gear, and lifesaving tools to meet safety standards.


  • Time Matters – emergencies require fast intervention to ensure the emergency does not worsen. Staffing allows for fast response and interventions to your emergencies.

  • Increased Operating Cost 
    •  Fire Truck purchase price increased 80%
      • Engine 202 cost $500,000 in 2012
      •  New Rescue Engine ordered in 2023, slated for delivery in 2026 cost $900,000
    • Ambulance purchase price increased 40%
      • Medic 209 cost $270,000 in 2020
      • Proposal for an Ambulance in 2025 cost $378,000
    • Fuel cost increased by
      • $2.65/gal in 2017 compared to $3.15/gal in 2024
      • 30% increase in fuel cost from 2017 to 2024, due increased price and usage
    • Utilities cost increased by 
      • 47% increase cost to the district from 2018 to 2024
      • Includes electric, natural gas, phone, and internet


  • Increased Run Volume
    • 13.5 % increase over the past 10 years
    • 639 calls for service in 2024, compared to 563 calls for service in 2014

A majority affirmative vote is necessary for passage.


An additional tax for the benefit of Tri-Valley Joint Fire District for the purpose of providing fire protection, ambulance or emergency medical services, underwater rescue and recovery equipment that the county auditor estimates will collect $918,039 annually, at a rate not exceeding 3 mills for each $1 of taxable value, which amounts to $105 for each $100,000 of the county auditor's appraised value, for a continuing period of time, commencing in 2025, first due in calendar year 2026

The ballot language states this is an additional levy, this is correct as it is a new levy for additional funding.


This DOES NOT mean you will be pay all current levies and the new levy


Current levies WILL BE "rolled back".....meaning current fire and EMS levies in the Village of Dresden, Cass Township, Jefferson Township, and Washington Township will be rolled back to a 0% effective rate until they expire.

“2025 Election Ballot – 11/04/2025.”
When the new levy is approved, this will be the only levy you pay—all existing levies will be reduced to a 0% effective rate.

On your property page, click on the "Levy Distribution" tab in the left-hand menu. There, you can view the levies that will be rolled back and you will no longer pay when the new levy passes.

Scroll down and look for FIRE & EMS under your Village or Township to see the specific levies affected.

Why Additional Staffing Matters

Increasing staffing to at least three (3) part time paid personnel a day provides quick response times to both fire and EMS emergencies. Although many emergencies require a collective approach from both our part time paid staff and volunteers, having staffing and getting equipment enroute quickly is paramount to our communities safety. 

  • A minimum of three (3) firefighters is required to respond for a fire call. 
  • Life threatening medical emergencies require more providers in addition to one EMS provider driving and one performing patient care. 
  • If an EMS call is being handled by a two (2) person crew, the third is available to respond immediately for other calls for service and then be assisted by volunteers or mutual aid.

We are required to test multiple pieces of emergency equipment yearly both for safety reasons and to remain compliant with State and National requirements.

Firefighter Gear

All firefighters must have in date structural  firefighting gear to safely perform their duties. Per the National Fire Protection Association (NFPA) must be replaced every 10 years.

The department continuously works to obtain grants to aid in upgrading and / or purchasing new equipment. We have been very successful in grants, this offsets the burden on the district operating budget and ultimately you as a tax payer.
